As an international city that features multiculturalism and the blending of the East and the West, and being one of the component cities of the Greater Bay Area, Hong Kong needs to enable its people to recognise the importance of biliteracy and trilingualism. Since its establishment in 1996, SCOLAR has in fact been complementing the efforts of the Government to enable the people of Hong Kong to become biliterate and trilingual. The Biliteracy and Trilingualism Campaign, a community-wide signature event of SCOLAR, aims to help the people of Hong Kong to better understand and realise the importance of Chinese (including Cantonese and Putonghua) and English and to improve their proficiency in both languages.
