With a view to enhancing students’ English proficiency, the Education Bureau launched the English Enhancement Scheme for Secondary Schools (EES) in 2006 to provide a time-limited grant to secondary schools for developing school-based plans and strategies to enhance the capacity of English teachers.
The funding for each successful school applicant adopting Chinese as the medium of instruction (MOI) was capped at $3 million, and that for schools adopting English as the MOI was $500,000. The actual amount of grant for schools depended on individual schools' proposals and implementation strategies.
Successful applicants were required to complete the school-based measures by the end of the 2013/14 school year.
