Mastery of language is of paramount importance to children's learning and whole person development. World-wide studies show that children have enormous potential for language development and early childhood is the golden period for language learning. Language experiences at an early age bring tremendous influences on the language development of children. The "Scheme on Early Language and Literacy Development in Chinese and English Language of Young Children" was launched from the 2015/16 to 2024/25 school years with a view to –
(a) enhancing the capability of kindergarten principals and teachers to provide quality Chinese and English language learning/teaching activities for young children;
(b) exploring and developing, in collaboration with kindergartens, effective learning/teaching strategies for promoting young children’s Chinese and English language development, and quality language learning and teaching resources; and
(c) encouraging and supporting kindergartens to implement parent education and home-school collaboration programmes/activities on enhancing parents' understanding of and involvement in their children's Chinese and English language development.
