To strengthen the teaching and learning of English of secondary schools through strategic planning with a holistic school-based plan on capacity building of English teachers with a view to enhancing students' English proficiency, the Education Bureau launched the English Enhancement Scheme for Secondary Schools (EES) in 2006 to provide a time-limited grant to secondary schools.
The funding for each successful school applicant adopting Chinese language as the medium of instruction (MOI) was capped at a total of $3 million and not exceeding $500,000 for schools adopting English language as the MOI. The actual amount of grant for each school depended on individual schools' proposals and implementation strategies.
The school-based measures were required to be completed by the end of the 2013/14 school year.
