The Standing Committee on Language Education and Research (SCOLAR) will organise the annual English Festival again in 2007. Parties interested in organising territory-wide activities as part of the festival to raise public interest in the learning and use of English are invited to submit their proposals by 15 September 2006, for SCOLAR's consideration.
Over the past two years, the festival has attracted some 60 000 students and teachers participating in various activities and more than three million viewers watching the festival's TV programmes. A spokesman for SCOLAR said today (30 July) that these figures proved that SCOLAR's efforts in creating an English language environment outside the classroom through organising different activities during the English Festival were well-received by students, teachers and the public.
"SCOLAR believes in enhancing the language environment for English learning through another festival of different activities, such as music, drama, sports, debating, games, language arts, and any other activities that are fun and creative," he said.
Debuted by SCOLAR in 2005, the English Festival has become an annual major English event of Hong Kong, providing opportunities for students and people of different ages and education background to learn and use English in ways they would enjoy the most.
Parties interested in organising activities for the English Festival 2007 should submit their proposal by post or in person to the SCOLAR Support Unit (SSU), Room 1702, Skyline Tower, 39 Wang Kwong Road, Kowloon Bay (Attn: Project Co-ordinator (2)) before 6 p.m. on 15 September 2006. Late, faxed or emailed submissions will NOT be accepted.
Detailed guidelines are available on the SCOLAR website at http://www.language-education.com. In particular, the following should be noted when preparing proposals –
1. Organiser: The organiser must be a local organisation. It should have the experience, capability and capacity to organise territory-wide English activities;
2. Activities: The English Festival 2007 would tentatively take place around March to May 2007. Activities proposed may be conducted before the end of August 2007, with major events to be held within the festival period. Activities to be organised must be non-profit-making in nature and targeted the general public in Hong Kong; and
3. Vetting Criteria: Proposals will be considered by a vetting panel composed of SCOLAR members based on the criteria of cost-effectiveness, creativity, feasibility, number of beneficiaries and the proponent's experience in organising similar events in the past.
