Following the successful debut of the English Festival earlier this year, the Standing Committee on Language Education and Research (SCOLAR) has decided to keep the momentum going through another festival in 2006. Parties interested in organising territory-wide activities as part of the festival to raise public interest in the learning and use of English are invited to submit their proposals by 31 August 2005, for SCOLAR's consideration.
A spokesman for SCOLAR said today (27 July) that the support of schools and the community to the English Festival 2005 had given SCOLAR the confidence that English activities outside the classroom should come back in a larger scale and in more creative ways.
"SCOLAR believes we should continue to promote the importance of English through another festival of different activities, such as music, drama, sports, games, language arts, and any other activities that are fun and creative," he said.
The first English Festival was organised by SCOLAR between April and May 2005, with seven activity programmes to prompt students and people of different ages and education background to learn and use English in ways they would enjoy the most. The various activities combined attracted an encouraging 20 000 participants and more than 1.6 million viewers tuned in for the TV programme on English usage.
Parties interested in organising activities for the English Festival 2006 should submit their proposal by post or in person to the SCOLAR Support Unit (SSU), Room 934, 9/F, Wu Chung House, 213 Queen's Road East, Wan Chai (Attn: Project Co-ordinator (SSU)2) before 5:00 p.m. on 31 August 2005. Late, faxed or emailed submissions will NOT be accepted.
Detailed guidelines are available on the SCOLAR website at http://www.language-education.com. In particular, the following should be noted when preparing proposals –
1. | Organiser: The organiser must be a local organisation. It should have the experience, capability and capacity to organise territory-wide English activities/programmes; |
2. | Activities/programmes: The English Festival 2006 is tentatively scheduled to take place around March to May 2006. Activities/programmes proposed may be conducted before the end of August 2006, with major events to be held within the festival period. Activities/programmes to be organised must be non-profit-making in nature and targeted the general public in Hong Kong; and |
3. | Vetting Criteria: Proposals will be considered by a vetting panel composed of SCOLAR members based on the criteria of cost-effectiveness, creativity, feasibility, number of beneficiaries and the proponent's experience in organising similar events in the past. |
